1.中国政府已从世界银行获得一笔贷款,用于支付湖北孝感物流基础设施建设项目的费用,并计划将其中的一部分贷款用于支付临空经济区智能交通系统设备的供货与安装的采购合同项下的合格支付   。

2.中技国际招标有限公司(“采购代理”)受孝感市世界银行贷款物流基础设施项目管理办公室(“买方”)的委托,现邀请合格且有资格的投标人就下列货物和相关服务递交密封投标  :临空经济区智能交通系统设备的供货与安装,包括整个临空区各个路口的交通信号灯调控和电子警察监控覆盖及智能联网监控系统的整体建设、调试、试运行及售后服务工作。

交货时间按照国内生产的货物 2 个月内到货,国外生产的货物 4 个月内到货,货物安装调试及联调 2-4 个月,具体时间可根据现场界面情况与买方及监理确认交货周期及方式。

对投标人的资格要求如下:

(a) 资质等级要求

投标人应具有有效的企业法人营业执照;建设行政主管部门颁发的公路交通工程专业承包公路机电工程一级资质;有效的安全生产许可证;投标人应具有ISO9001质量体系认证证书;投标人拟派的项目经理具备中级以上职称证书或具备机电安装类或建筑类二级及以上建造师证书;上述资质仅对国内投标人适用,国外投标人应提供其同等资质文件。

投标人如为联合体,则联合体各方均需具有有效的企业法人营业执照;联合体协议中承担设备供货联合体成员需具备ISO9001质量体系认证证书,承担机电设备安装工程的联合体成员需具备建设行政主管部门颁发的公路交通工程专业承包公路机电工程一级资质,有效的安全生产许可证。

(b) 财务能力

投标人应该提交有关文件,证明其满足了下列财务要求:

投标人应当提供近三年(2018-2020年)经审计过的财务报表以证明其具有良好的财务状况,如果投标人所在国的法律没有要求其每年进行财务审计,其必须提供买方可以接受的财务状况说明文件;投标人在近三年的资产净值必须是正值。

投标人近三年(2018-2020年)的年均营业额应不少于3800万美元或同等的25000万元人民币。

投标人应为本合同的实施通过可利用的流动资产、授信额度和其他融资手段提供足以满足履行合同所需要的现金流不少于680万美元或同等的4500万元人民币。

投标人如为联合体,则联合体成员合计必须满足该要求。其中联合体牵头方的年均营业额和现金流大于上述要求金额的65%,其他成员的年均营业额和现金流大于上述要求金额的45%。

(c) 经验和技术能力

投标人应该提交中标通知书、合同、验收证明等,证明其满足了下列经验要求:

近5年内(2016年1月1日开始)至少成功完成过3个类似的道路智能交通系统(ITS)的供货和安装合同(包括前端ATC设备和后台指挥管理系统),每个合同金额不低于1500万美元或同等的10000万元人民币且单个标段里程不少于15Km。项目经理应完成过一个类似项目经验。

投标人如为联合体,其中一个联合体成员需满足近5年内(2016年1月1日开始)至少成功完成过2个类似的道路智能交通系统(ITS)的供货和安装合同(包括前端ATC设备和后台指挥管理系统),每个合同金额不低于1500万美元或同等的10000万元人民币且单个标段里程不少于15Km。其他联合体成员则需满足近五年内(2016年1月1日开始)至少完成过1个合同金额不低于1500万美元或同等的10000万元人民币的交通机电类设备供货(含通信或监控等交通机电设备供货)合同且单个标段里程不少于15Km的经验要求。

详细的资格标准见招标文件第三章。

3.本次招标采用《指南:在IBRD(国际复兴开发银行)贷款和IDA(国际开发协会)信贷以及世界银行借款方赠款项下的货物、工程与非咨询类服务采购》(2011年1月版 于2014年7月经过修改)规定的国际竞争性招标程序,并向采购指南定义的所有合格投标人开放。此外,请参阅采购指南第1.6和1.7款描述的世行关于利益冲突的政策。

4.有兴趣的合格投标人可从上述提到的采购代理处进一步了解有关信息,并在2021年10月19日起每天(节假日除外)上午9:00-11:30/下午13:30-16:00在下述地址查阅招标文件。

5.有兴趣的合格投标人可递交书面申请书到下述地址,支付人民币2500元的不可退还费用购买招标文件。支付方式为现金、支票或电汇至以下账号(户名:中技国际招标有限公司,开户行:交通银行阜外支行,账号:110060149012013147797)。招标文件可采用快递的方式寄送(需另付快递费人民币300元/套)。

6.所有投标书必须于   2021年11月30日上午9:30(北京时间)之前递交到下述地址。不允许采用电子方式投标。迟交的投标书将被拒绝。开标将于2021年11月30日上午9:30(北京时间)在下述地址公开进行。投标人可派代表参加开标。

7.所有投标书必须附有250万元的投标保证金。投标保证金应在投标截止前递交至采购代理公司,投标保证金形式为银行保函、转账支票和电汇。

1.The People’s Republic of Chinahas receivedfinancing from the World Bank toward the cost of the Hubei Xiaogan Logistics Infrastructure Project, and intends to apply part of the proceeds toward payments under the contractfor Procurement of Supply and installation of intelligent transportation systems in AEZ.

2.China International Tendering Company Ltd. (the “Procurement Agent”), entrusted by Xiaogan Logistics Infrastructure Project Management Office (the “Purchaser”), now invites sealed bids from eligible bidders for Procurement of Supply and installation of intelligent transportation systems in AEZ. Including thewhole construction debugging,trialoperationandafter‐salesserviceoftheequipment of traffic signal light regulation and electronic police monitoring coverage and intelligent networked monitoring system at various intersections in the entire airport area.

The delivery time of the bidder is 2 months for domestically produced goods, 4 months for foreign-produced goods, and 2-4 months for goods installation, commissioning and joint debugging. The actual time can be confirmed with the purchaser and supervisor according to the on-site interface conditions and the delivery cycle and method.

The bidders must meet the qualification criteria below:

(a) Qualification level requirements

The bidder should have an valid business license of enterprise legal person; The first grade qualification of RoadMechanical and Electrical Engineering for RoadEngineering contract issued by the construction administrative department; Valid work safety license; The bidder should have ISO9001 quality system certification certificate; The project manager proposed by the bidder should have the qualification certificate of intermediate or above title or the certificate of class II or above constructor of electromechanical installation or construction; The above qualifications are only applicable to domestic bidders, foreign bidders should provide their equivalent qualification documents.

For a joint venture, an valid business license of enterprise legal person must be met by each party of the joint venture. The member who undertake equipment supply in the Consortium Agreement should have ISO9001 quality system certification certificate. The members of the joint venture undertaking the installation of mechanical and electrical equipment shall have the grade qualification of Highway mechanical and electrical engineering for highway traffic engineering contract issued by the construction administrative department; Valid work safety license.

(b) Financial Capability

The Bidder should furnish documentary evidence that it meets the following financial requirement(s):

The Bidder should submit it’s audited annual financial statements of the last 3 years (2018 to 2020) to demonstrate the current soundness of the Bidder’s financial position. If not required by the laws of the Bidder’s country, other financial statements acceptable to the Purchaser should be submitted. The Bidder’s net worth for the last three (3) years should be positive;

Annual average turnover should be not less than USD 38 million or equivalent CNY 250 million for the last three (3) years (2018 to 2020 );

The Bidder should provide sufficient circulating fund needed for the implementation of the contract by use of available circulating assets, lines of credit and other financing means. The circulating fund provided for this contract by the bidder should be no less than USD 6.8 million or equivalent CNY 45 million.

For a joint venture, this requirement must be met by all members combined. The leading member >65% and other member >45%.

(c) Experience and Technical Capacity

The Bidder should furnish the letter of acceptance, contract, acceptance certificate, etc. to demonstrate that it meets the following experience requirement(s):

The bidder should have successfully completed at least three (3) similar contracts for supply and installation of intelligent transportation systems (ITS) for roads including both Front ATC equipment and Back Commanding management systems with a minimum value of USD 15 million or equivalent CNY 100 million and a single bid section mileage no less than 15km in the last 5 years (from January 1, 2016).

The project manager should have completed a similar project.

For a joint venture, one of the consortium members should have successfully completed at least two (2) similar contracts for supply and installation of intelligent transportation systems (ITS) for roads including both Front ATC equipment and Back Commanding management systems with a minimum value of USD 15 million or equivalent CNY 100 million and a single bid section mileage no less than 15km in the last 5 years (from January 1, 2016). Other consortium members should meet the experience requirements that have successfully completed at least 1 contract for the supply of traffic mechanical and electrical equipment (including the supply of traffic mechanical and electrical equipment such as communication or monitoring) with a minimum value of USD 15 million or equivalent CNY 100 million, and a single bid section mileage no less than 15km in the last 5 years (from January 1, 2016).

Details are provided in Section III of the Bidding Documents.

3.The Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (January2011, Revised July 2014), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

4.Interested eligible bidders may obtain further information from the abovementioned Procurement Agentand look upthe bidding documents during office hours between 9:00-11:30 am and 1:30-4:00 pm (Beijing time) at the address given belowstarting fromSeptember 8, 2021.

5.A complete set of bidding documents may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of CNY 2500. The method of payment will be cash, check, or direct deposit to the account (Account Name: China International Tendering CompanyLtd., Account Bank: Fuwai Sub-Branch, Bank of Communication, Account No.: 110060149012013147797). The document may be sent by courierfor an additional fee of CNY 300.

6. Bids must be delivered to the address below on or before 9:30 a.m. (Beijing Time), October 21, 2021 . Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below at 9:30 a.m. (Beijing Time) on October 21, 2021.

7. All bids must be accompanied by a Bid SecurityofCNY 2.5 million. The bid security should be submitted to the Procurement Agent before the deadline for bidding. The bid security should be in the form of Bank Guarantee, Transfer Check or Telegraphic Transfer.
